Washington RRA Deadlines: Key Dates From 2026 to 2030
What are the key deadlines under the Washington RRA?
Three dates bind a producer: appoint a PRO by January 1, 2026, be a member after July 1, 2026, and the March 1, 2029 bar on introducing covered materials (scope in the table). The other rows set duties for PROs, Ecology and service providers.

Four dates in the table had passed when this article was last verified: January 1, 2026, January 31, 2026, March 1, 2026 and July 1, 2026. The table leaves out the PRO fee dates (September 1, 2026, then each May 1 from 2027) and some other Ecology deadlines. Ecology calls chapter 70A.208 RCW the Recycling Reform Act; the phrase is not in the statute.
Did producers have to join a PRO by 2026?
Yes, in two steps. By January 1, 2026, each producer had to appoint a PRO to address its covered materials (RCW 70A.208.030(1)). After July 1, 2026, a producer must be a member of a PRO registered in the state, or register as a PRO that will implement an individual plan (RCW 70A.208.040(1)(a)).
The appointment date comes before the March 1, 2026 date by which a PRO must register with Ecology. The bar on introducing covered materials, and the chapter's only enforcement start date (for producers that are not PRO members), are set for March 1, 2029.
Beginning March 1, 2029, a producer that is not a member in good standing with a registered PRO, or has not submitted an individual plan, may not introduce covered materials into the state (RCW 70A.208.040(2)). To introduce means to sell, offer for sale, distribute or ship a product within or into the state (RCW 70A.208.020(22)). Ecology's summary is looser: after March 2029, producers who are not PRO members cannot sell their products in Washington.
The chapter does not say when penalties can apply to a producer that missed the 2026 steps. RCW 70A.208.060(2)(m) sets March 1, 2029 for enforcement activities against noncompliant producers that are not PRO members. RCW 70A.208.230 has no start date, and neither does its seller rule in subsection (3). Do not read March 1, 2029 as a grace period for every duty. Our penalties article covers amounts and notices.
When is the PRO plan due, and what comes before it?
Each registered PRO must submit a plan to Ecology by October 1, 2028, and every five years after that (RCW 70A.208.130(1)). The plan must incorporate the findings and results of needs assessments.
Ecology's work comes first. The statute has Ecology develop initial statewide collection lists by October 1, 2026, for use and evaluation in the needs assessment (RCW 70A.208.090(1)(a)). It also has Ecology publish lists no later than 30 days after approving a plan. Ecology's page says something different: by 2027 it will publish the statewide collection lists and two needs assessments. The table follows the statute.
Review of the plan has its own clocks:
- The PRO gives the advisory council a draft at least 60 days before it submits to Ecology (RCW 70A.208.130(2)).
- Ecology has 120 days from receipt to approve, approve with conditions, deny or request more information. It must allow public comment for no less than 45 days first (RCW 70A.208.060(5)(a)).
- By January 1, 2028, Ecology must contract with an independent consultant to analyze each draft plan submitted by October 1, 2028. The analysis is due to Ecology by January 15, 2029 (RCW 70A.208.210(1)).
- Approval of the first PRO plans takes effect no earlier than the adjournment of the 2029 regular legislative session (RCW 70A.208.060(5)(c)). That lets the 2029 legislature amend the chapter, make other recycling policy changes including the potential establishment of a bottle deposit return program, or allow the plan to be implemented in full.
When does the new curbside recycling system start?
Ecology's page says statewide, consistent, and increased curbside recycling services begin in 2030. The statute sections cited here set no start date for curbside service itself. Their dates concern the PRO's plan and reimbursement.
The PRO must implement its approved plan by January 1, 2030, or within six months of plan approval, whichever is later (RCW 70A.208.040(3)(d)). Late approval can therefore push implementation past January 1, 2030.
Under RCW 70A.208.170(2)(a), rates must reach no less than 50 percent of net costs by February 15, 2030 and no less than 75 percent by February 15, 2031. The figure is no less than 90 percent by February 15, 2032 and each year thereafter. Ecology's page summarizes it as a flat "at least 90%" from 2030. The statute phases the figure in and measures it against net costs.
The timeline does not stop in 2030. The first PRO annual report is due July 1, 2031, and needs assessments and plans repeat every five years. By September 1, 2038, Ecology must contract with an independent consultant to analyze the first seven years of the program (RCW 70A.208.210(2)). RCW 70A.208.060(2)(p) sets the same date for the report to the legislature. - Calendar the dates ahead. Start with October 1, 2028 for the PRO plan and March 1, 2029 for the membership bar.
- Recheck before you rely on a date. Ecology must adopt rules by 2028 (RCW 70A.208.060(2)(j)), and the 2029 legislature may amend the chapter (RCW 70A.208.060(5)(c)).
